Human Resources Manager Reed stated as part of the 2006 budget the Council authorized the <br />creation of one new Public Works Streets Maintenance Worker position. This position was filled <br />internally by a Parks Maintenance Worker. The Council granted staff authorization to fill the <br />Parks Maintenance Worker position and that position was advertised. Staff received 250 <br />applications for the Parks Maintenance Worker position and interviewed 15 applicants. Staff and <br />the Personnel Committee are recommending the City Council grant authorization to hire a Parks <br />Maintenance Worker at an hourly wage of $17.01, and that Michael Nielsen be selected to fill <br />this vacancy. Upon City Council approval, Mr. Nielsen's start date will be April 24, 2006 <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to ratify the <br />recommendation of the Personnel Committee in Case No. 4 to adopt Resolution #06-04-120 to <br />grant authorization to hire a Parks Maintenance Worker at an hourly wage of $17.01 with a <br />starting date of April 24, 2006, and that Michael Nielsen be selected to fill this vacancy. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Pearson, and <br />Strommen. Voting No: None. Absent: Councilmembers Elvig and Jeffrey. <br /> <br />5) Consider Guidelines for Employee Recognition Program <br /> <br />Councilmember Cook stated in the past, the Mayor and City Council'members have selected the <br />award recipient for the "Employee of the Year Award". The Personnel Committee felt that staff <br />should be allowed to nominate employees for the award. The intent was that the award would be <br />presented at the April 26th Employee Appreciation Breakfast instead of the Volunteer <br />Appreciation Dinner. It has been determined that rather than presenting the award at the <br />Employee Appreciation Breakfast, input will be obtained from the employees at the breakfast <br />and the award would be presented in the fall at the annual picnic. This program is currently in <br />draft form and there may be changes. No action is required at this time. <br /> <br />Case #13: Report from Public Works Committee <br /> <br />1) Update on Trail Lighting Discussion <br /> <br />Public Works Director Olson indicated this case was pulled from the Public Works Committee <br />agenda. <br /> <br />2) Update on Street Reconstruction in Now and Then Estates <br /> <br />Public Works Director Olson stated staff explained to the Committee that one of the two street <br />projects which was identified for reconstruction in 2006 according to the current Capital <br />Improvement Program (CIP) included Garnet Street and 168th Avenue in the Now and Then <br />Estates subdivision. Since this subdivision is adjacent to the Brookfield Addition which will be <br />served with municipal sanitary services, the Public Works Committee gave direction at their <br />February 21, 2006 meeting to determine the status of several issues that could affect the future <br />planning for these roads. The Committee recommended the Council direct staff to prepare a <br />street reconstruction assessment policy. Included in the Council's packet is a summary of street <br />reconstruction assessment policies in other communities.
