what it determines is the best interest of the City, and have more discussion. It was suggested <br />that the policy specify that streets reconstructed for the purpose of installing municipal utilities <br />be assessed fully for the reconstruction as an element of the sewer and water improvements. The <br />policy should further specify that streets reconstructed because they have reached the end of their <br />expected service life receive financial participation from the City. It was suggested that an <br />assessment cap be considered in the range of $7,000. The policy should also consider a <br />provision which would provide for the recovery of the City's contribution if a lot were to be <br />subdivided within a set period of time beyond the street reconstruction. The Committee also <br />recommended that the redevelopment of Now and Then Estates be reconsidered in August 2006. <br /> <br />3) Consider Authorizing 157th Lane Sewer and Water Feasibility Study <br /> <br />Public Works Director Olson reviewed that on February 14, 2006, a petition signed by 15 of the <br />17 properties fronting along 157th Lane, east of Ramsey Boulevard, was presented to the City <br />Council. The petition requested that a feasibility study be prepared which would address the <br />costs associated with the extension of municipal sewer and water facilities along the full length <br />of this segment of street. The petition further requested a delay in the bituminous overlay which <br />is being proposed for this segment of street this summer as a portion of Improvement Project 06- <br />10. The petition was certified as having the required number of signatures for a valid petition. <br />Mr. Olson advised staff has obtained a proposal from the engineering finn of Bolton & Menk <br />Inc. for the preparation of a feasibility study for a not-to-exceed fee of $3,500. The <br />recommendation of the Committee was to recommend that the City Council direct staff to <br />proceed with the proposal from Bolton & Menk for the preparation of a feasibility study for <br />providing municipal services to 157th Lane in an amount not-to-exceed $3,500, that the City pick <br />up that_cost through the enterprise funds if the project is denied, and that the overlay scheduled <br />for 157th Lane be tabled until next year with no adverse consequences to the residents. <br /> <br />4) Consider Modification to the Municipal State Aid System <br /> <br />Public Works Director Olson explained cities are allowed to designate up to 20% of the certified <br />mileage as MSA route. The Committee recommended three new additions to the MSA System: <br /> · Option 1: The extension of a segment between Alpine Drive and 167t~ Avenue <br /> connecting to the City of Andover's MSA system. Staff conversations with the City of <br /> Andover City Engineer indicate that Andover was also looking for opportunities to <br /> designate additions to their system, and would be interested in designating the necessary <br /> segment as early as next spring. The intent of this extension would be to facilitate the <br /> creation of another bridge crossing across the Rum River. <br /> · Option 2: The extension of Sunwood Drive from Armstrong Boulevard west to Puma <br /> Street, which is currently designated as segment 109 of the City's MSA system. <br /> · Option 3: The extension of 160th Lane to Central Park. <br /> <br />Public Works Director Olson advised the recommendation of the Committee was to recommend <br />to the City Council that the roadways associated with Options 2 and 3 be submitted to the State <br />for additions to the City's MSA system. <br /> <br />-86- <br /> <br />City Council / April 11, 2006 <br />Page 24 of 26 <br /> <br /> <br />
