Motion by Councilmember Cook, seconded by Councilmember Olson to ratify the <br />recommendation of the Public Works Committee in Case Nos. 2 through 4 and to direct staff to <br />prepare a street reconstruction assessment policy based on the direction of the Public Works <br />Committee, and that the street redevelopment in Now and Then Estates be reconsidered in <br />August 2006; to direct staff to proceed with the proposal from Bolton & Menk for the <br />preparation of a feasibility study for providing municipal services to 157th Lane in an amount <br />not-to-exceed $3,500, that the City pick up that cost through the enterprise funds if the project is <br />denied, and that the overlay scheduled for 157th Lane be tabled until next year with no adverse <br />consequences to the residents; and that the roadways associated with Options 2 and 3 be <br />submitted to the State for additions to the City's MSA system. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Pearson, and <br />Strommen. Voting No: None. Absent: Councilmembers Elvig and Jeffrey. <br /> <br />Committee/Staff Input <br /> <br />(a) CR 57 & Alpine Drive <br /> <br />Public Works Director Olson stated there was a significant amount of discussion in February <br />relative to the intersection of Sunfish Lake Boulevard and Alpine Drive. A 4-way stop sign is <br />now in place and the intersection warrants signalization when funding will allow. The <br />Committee indicated the 4-way stop represents an adequate safety improvement until the <br />intersection can be signalized. <br /> <br />(b) TH 47 & 167t~' Avenue <br /> <br />There was discussion regarding the concern of stopping vehicles in the acceleration lane <br />northbound at this location. MnDOT feels it is their responsibility to determine if the stop bar <br />can be moved further back in this location. <br /> <br />(c) No Passing Zone on CSAH 5 between Alpine & TH 47 <br /> <br />A review that a no passing zone on CSAH 5 between Alpine Drive and TH 47 was discussed at a <br />previous Committee meeting. Staff requested direction from the Committee on whether staff <br />should proceed with making this area a no passing zone. The consensus of the Committee was to <br />direct staffto proceed with making a no passing zone on CSAH 5 between Alpine Drive and TH <br />47. Staff would like formal direction to present a letter to the County requesting the no passing <br />zone on CSAH 5 between Alpine Drive and TH 47. The County has indicated normally this is a <br />verbal request. This would result in the County posting a no passing zone wherever certain sight <br />distances are met; however, the direction of the Council was to post no passing from Alpine <br />Drive to TH 47. <br /> <br />The consensus of the Council was to direct staff to present a letter to the County requesting a no <br />passing zone on CSAH 5 between Alpine Drive and TH 47. <br /> <br />City Council / April 11, 2006 <br /> Page 25 of 26 <br /> -87- <br /> <br /> <br />
