Observations: <br />Awarding the bid at this time will allow the City to serve the Trott Brook Crossings residential subdivision with <br />the necessary municipal trunk sanitary sewer in 2023 as required to meet the proposed development schedule. <br />Alternatives: <br />Alternative 1: Motion to adopt Resolution #23-131 accepting bids and awarding a construction contract for <br />Improvement Project #23-11, Trott Brook Crossing Lift Station # 10 Improvements. <br />Alternative 2: Motion of other. <br />Funding Source: <br />The engineer's estimate of construction costs is $1,210,885.00. <br />As is noted in their attached bid results and award recommendation memo, Bolton and Menk reviewed the bids <br />and held discussions with the low bidder who indicated that continuing price inflation is being <br />seen for concrete, large diameter PVC pipe, pumps, and electrical equipment. When compared to bids <br />received last year for the Lift Station No. 9 improvements at Riverdale South, prices for the lift station and valve <br />vault increased by 62%, or approximately $248,000.00. Bolton and Menk had projected a 20% increase in their <br />engineer's estimate for this item. This accounted for the majority of difference between the engineer's estimate <br />and the low bid. Meyer Contracting indicated that trucking costs also factored into the higher bids received, with <br />those cost increases being seen across most of the bid items. <br />While there is the option of re -bidding the project, there is the potential of seeing continual inflation, which <br />would then result in receiving higher bid prices. <br />Funding for these improvements are proposed to come from sanitary sewer enterprise funds, which has sufficient <br />funds. <br />Attached to this case is a construction services proposal from Bolton & Menk at a proposed not -to -exceed fee in <br />the amount of $39,277.00. <br />City staff will inspect construction and process pay requests with assistance from Bolton & Menk. <br />Recommendation: <br />Staff recommends approving alternative # 1 to align with previous City Council approvals related to the Trott <br />Brook Crossing residential subdivision, and to ensure that the City will be able to provide the required trunk <br />sanitary sewer when homes are ready to be occupied.
