(c) No Passing Zone on CSAH 5 between Alpine & TH 47

Fire Chief Kapler reviewed that a no passing zone on CSAH 5 between Alpine Drive and TH 47
was discussed at a previous Committee meeting. He requested direction from the Committee on
whether staff should proceed with making this area a no passing zone.

The consensus of the Committee was to direct staff to proceed with making a no passing zone on
CSAH 5 between Alpine Drive and TH 47.

City Engineer Jankowski indicated staff will contact MnDOT regarding TH 47 and the County
regarding CSAH 5.

Chairperson Elvig expressed concern with the traffic safety concerns resulting from cars exiting
the golf course onto TH 47.

Mayor Gamec suggested the golf course parking lot be striped to indicate the point where cars
should stay back when exiting the parking lot.

Fire Chief Kapler indicated staff will draft a recommendation related to the traffic safety
concerns at the golf course exit onto TH 47.

Update on Well No. 3 Repair

Utilities Supervisor Nelson reported that Well No. 3 is now up and running. He reviewed that
the worst case scenario for the repair of Well No. 3 was at a cost of $17,000. The repair is now
estimated at approximately $9,400. Mr. Nelson indicated he has prepared a well preventative
maintenance schedule at a cost of $90 per well, which includes a yearly check on each well. The
wells will be scheduled for removal every five years for line shaft turbines and every seven to ten
years for submersible wells. The City currently has four submersible wells and two line shaft
turbines, which require more maintenance.

Fire Chief Kapler indicated this preventative maintenance will be included in the budget
proposal this year.

Committee Direction to Staff

Chairperson Elvig suggested the possibility of a crosswalk on 167th Avenue in the area of
Elmcrest Park.

The consensus of the Committee was to direct staff to draft a recommendation on the location for
a crosswalk on 167th Avenue in the area of Elmcrest Park.

Chairperson Elvig directed staff to check into the timing at the stoplight on Sunwood Drive and
TH 47.

Public Works Committee / March 21, 2006
