Motion by Mayor Elvig, seconded by Chairperson Elvig, to approve the February 17, 2006 <br />Public Works Committee meeting minutes as presented. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Mayor Gamec and Councilmember Pearson. <br />Voting No: None. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #3: Consider Authorizing 157th Lane Sewer and Water Feasibility Study <br /> <br />City Engineer Jankowski stated on February 14, 2006 a petition signed by 15 of the 17 properties <br />fronting along 157th Lane east of Ramsey Boulevard was presented to the City Council. The <br />petition requested that a feasibility study be prepared which would address the costs associated <br />with the extension of municipal sewer and water facilities along the full length of this segment of <br />street. The petition further requested a delay in the bituminous overlay which is being proposed <br />for this segment of street this summer as a portion of Improvement Project 06-10. The petition <br />was certified as having the required number of signatures for a valid petition. <br /> <br />City Engineer Jankowski indicated staff has obtained a proposal from the engineering firm of <br />Bolton & Menk Inc. for the preparation of a feasibility study for a not-to-exceed fee of $3,500. <br />The actual amount would be based upon the actual time spent billed at this firm's normal hourly <br />rates. In addition to sanitary sewer and water staff would anticipate the scope of improvements <br />would include the normal contingent associated with sewer and water areas including concrete <br />curb and gutter, storm sewer, street lights and sidewalk. If any of these improvements are not to <br />be considered such direction should be provided by the Committee. <br /> <br />Chairperson Elvig asked whether there are properties outside of the overall scope of <br />improvements that did not sign the petition. <br /> <br />City Engineer Jankowski replied the project area is well defined; there are 17 individual <br />properties, and 15 of those property owners signed the petition. <br /> <br />Mayor Gamec noted this feasibility study will provide them with an opportunity to look what the <br />cost of improvements would be for a small area. He inquired about the overlay scheduled for <br />157th Lane. <br /> <br />Public Works Director Olson replied it is unlikely that the overlay would be completed this year. <br /> <br />Mayor Gamec suggested they proceed with the feasibility study, and that the overlay be delayed <br />without causing the normal adverse effects to the property owners of eliminating the 50/50 <br />participation of the City. <br /> <br />Public Works Director Olson stated this is wholeheartedly supported by staff. He explained <br />there are other things that are part of this project that are atypical from a normal sewer and water <br />project that may drive the price too high to even consider. For instance, water is not anywhere <br />close to this site, although there is a petition from residents along Ramsey Boulevard requesting <br /> <br />Public Works Committee / March 21, 2006 <br /> Page 2 of 12 <br /> <br /> <br />
