He advised there will be a significant cost to get water <br />to the intersection of 157th Avenue and Ramsey Boulevard. <br /> <br />Chairperson Elvig questioned if the extension of water is required with sewer service. <br /> <br />Public Works Director Olson replied it may not be required. He explained City Code currently <br />states that an individual hooking up to sewer must hook up to water, but he cannot imagine that <br />the Council would not allow residents to hook up to sewer if that is the only service available. <br />He advised the water infrastructure should be put in because if the road is being dug up to put in <br />the curbs, gutter and street, it makes sense to put the infrastructure in as well. However, if <br />infrastructure is put in the ground and is not utilized the gaskets dry out and are not able to be <br />used well in the future. <br /> <br />Mayor Gamee stated he xvould not proceed with the project if it did not include both sewer and <br />water. That is the policy and the way it has always been done, and if they divert from that policy <br />they will have trouble down the road. He suggested the cost of extending water to this area be <br />picked up through the sewer and water fund, as the City may benefit from this more than the <br />residents. <br /> <br />Chairperson Elvig stated if the property owners do not want to pay for running water all the way <br />down Ramsey Boulevard it is a mute point to go through this feasibility study. He agrees that <br />the infrastructure should be put into the ground. He suggested the possibility of the pipe being <br />incased and sealed with water in the pipe. He commented he does not know that this opportunity <br />can be passed up, but at the same time does not know that the City can require the property <br />owners to drag the watermain by their space. <br /> <br />Mayor Gamec noted the completed feasibility study is needed to make a good decision, but he <br />cannot see the property owners paying for a trunk line all the way up to 157th. <br /> <br />Public Works Director Olson advised the feasibility study will include a review of possible <br />funding sources. <br /> <br />Chairperson Elvig directed staff to draft the feasibility study with options that can be broken <br />apart into separate costs. He noted it will be easier to bring pipe to this area if there are other <br />projects in the area as well. <br /> <br />Councilmember Pearson asked if this feasibility study would include curb, gutter, streetlights and <br />sidewalks. <br /> <br />Public Works Director Olson replied in normal cases a subdivision with utilities would also have <br />urban curb, storm sewer, and service taps for both sewer and water. Assumptions will need to be <br />made on properties for the installation of stubs, which will prevent the need to dig into the street <br />in two years if someone were to subdivide their property.
