Absent: Councilmember Jeffrey. <br /> <br />The public hearing was closed at 7:20 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:20 p.m. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to approve an on-sale <br />intoxicating liquor licenses application (which includes Sunday sales) to Wells Catering. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Cook, Pearson, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #2: <br /> <br />Request for Preliminary Plat Approval of Kelly Acres; Case of John <br />Osborne and Kelly Wolf <br /> <br />Community Development Director Trudgeon explained Case Nos. 2 and 3 are cluster <br />subdivisions that are adjacent, and will be discussed together. He indicated John Osborne and <br />Kelly Wolf have applied for preliminary plat to develop five new single-family lots, and replat <br />two existing lots on approximately 19 acres generally located on Tiger Street at 171st Avenue <br />NW. The five new lots meet R-1 Rural Developing standards for lot width, size and frontage on <br />a public road, but the two existing homes are proposed to be platted on lots that do not conform <br />to the standards. Because these are existing residences, staff is comfortable with the lots as <br />proposed. A future re-subdivision plan has been received for the entire undeveloped area. All <br />future streets are platted as individual outlots. Mr. Trudgeon indicated the proposed lots will be <br />served by a common septic system located in Rum River Prairie, constructed to hook up to <br />municipal sewer and water when they become available to the property. The community septic <br />system will require a MPCA permit, and preliminary plat approval shall be contingent upon <br />receipt of such a permit. General details concerning soil type and the design and location of the <br />community septic have been submitted. Staff is requiring that all sewer and water infrastructure <br />be installed prior to the construction of the streets. The applicants have submitted information <br />regarding the proposed water source for the proposed lots and individual wells are proposed. <br />Staff has requested revisions regarding the water utilities and maintenance plan. <br /> <br />City Council / April 11, 2006 <br />Page 5 of 26 <br /> <br /> <br />
