case and the next case the City has the legal right to table the applications and allow them to be <br />impacted by the moratorium. <br /> <br />Mayor Gamec asked if the work that has been done up to this point for these applications would <br />be eliminated if the moratorium were to go into effect, or if they would be held in limbo. <br /> <br />City Attorney Goodrich replied the applications would be held in limbo. <br /> <br />Community Development Director Trudgeon advised if the applications were to be tabled they <br />would need to comply with the results of the moratorium study on the cluster ordinance. <br /> <br />Councilmember Olson requested clarification that the area to the west of Armstrong Boulevard <br />in the Rum River Prairie Development would still be part of a cluster development, and at the <br />time it develops it would develop under the regulations of the cluster ordinance, such as relating <br />to greenspace requirements. <br /> <br />Community Development Director Trudgeon replied any development that is currently <br />completed under the existing ordinance could not occur unless sewer and water is available, and <br />would develop under urban regulations. The ghost platting is not being approved at this time, <br />and would be platted as a large outlot that would have to go back through the process to be <br />platted. The Council seated at that time can make a determination on what is acceptable. <br /> <br />Councilmember Strommen questioned if the area that is currently being ghost platted would fall <br />under the new requirements in place when it is platted if this application were to be approved at <br />this time without open space requirements included in the cluster ordinance. <br /> <br />Community Development Director Trudgeon replied any urban development does not require <br />dedicated open space, but it could be stipulated that any further development in the area <br />originally designated as a cluster subdivision, whether or not the development is under urban <br />levels, needs to have certain amenities. <br /> <br />Councilmember Cook noted the Council had discussed that it is not important to get greenspace <br />now; it is important to get the funding for the greenspace out of the remaining land, and to <br />require that land at the time the remainder of the cluster is developed. He stated it should be <br />clear that the ghost platting is not exactly what will occur. It is a representation of how the rest <br />of the land could be developed, and takes into consideration issues such as traffic flow, ingress <br />and egress. It involves more master planning of the area than would be present if it were not <br />required. <br /> <br />Councilmember Elvig noted as the cluster ordinance is studied there will be parameters added <br />regarding greenspace that are not yet included. He questioned if these requirements could be <br />included in conditions for this application. <br /> <br />Community Development Director Trudgeon replied these requirements could be applied to this <br />application.
