Based on Staff review of the existing pavement sections, and condition of the existing pavements, a mill and <br />overlay of the existing pavement is appropriate. The proposed mill and overlay will be 2 inches throughout the <br />project area. <br />Staff review found the existing pedestrian ramps within the project area did not meet current ADA requirements, <br />therefore all pedestrian ramps within the project area will need to be removed and replaced per MnDOT State Aid <br />requirements. The concrete curb and gutter along Riverdale Drive was found to be in very poor condition. <br />Because of this, Staff is proposing to focus efforts on the pavement and not perform curb and gutter repairs <br />beyond what is necessary for installing the ADA-compliant pedestrian ramps. The concrete curb and gutter within <br />the Rivenwick 3rd and Rivenwick Village subdivisions was found to generally be in good condition, and only spot <br />repairs are proposed. <br />Minor repairs to the existing storm sewer structures are proposed with this project, the majority of which are <br />grouting the existing adjustment rings and pipe inverts. Some storm sewer catch basins will require resetting due <br />to settling. <br />The sanitary sewer castings along Riverdale Drive were found to be an older, heavier model no longer installed <br />within the City. At the request of the Utilities Department, Staff is proposing to replace the 14 castings along <br />Riverdale Drive to the currently specified model. <br />Preliminary Schedule Remaining <br />• Council Approves Plans and Specifications / Authorizes Ad for Bids <br />o June 27, 2023 <br />• Staff Receives Bids <br />o July 21, 2023 <br />• Council Awards Contract to the lowest responsible bidder <br />o July 25, 2023 <br />• Contractor begins construction <br />o August 2023 <br />• Contractor Substantially Completes construction <br />o September 29, 2023 <br />• Contractor Final Completion (verify final restoration, punch list created) <br />o October 13, 2023 <br />State Aid Approval <br />Plans are currently being routed through State Aid for approval, which is required before the project can be bid. <br />Staff does not anticipate significant comments from State Aid which would require moving the proposed project <br />bid opening. <br />Final plans are not attached to this case to prevent potential bidders from downloading plans attached to the case <br />to prepare and submit their bids, rather than purchasing the plans through QuestCDN, the electronic bidding <br />software used by the City of Ramsey. This ensures all bidders are bidding off the same set of plans, and all <br />bidders are notified of any plan revisions (addenda) issued during the bidding process. Attached is the title sheet <br />showing the scope of the improvements, as well as a plan sheet showing the typical sections, which includes <br />information on the proposed pavement section Plans are available upon request from the City Engineer. <br />Timeframe: <br />Staff estimates up to 10 minutes will be needed to present this case and respond to questions. <br />Observations/Alternatives: <br />
