Wild Oaks of Ramsey <br />Preliminary Plat Review <br />April 28, 2006 <br />3 of 4 <br /> · Primary and secondary sites for common septic system must be fenced offpfior to <br /> construction. <br /> <br />The information submitted regarding the soils, and design of the community sepdc system are <br />currently being reviewed by staff. Detailed comments will follow. <br /> <br />Water Utilities: The new lots are proposed to be served by individual wells. All water <br />infrastructure must be installed prior to the imtallation of the streets. If individual Wells are <br />preferred, a maintenance plan must be outlined to ensure the integrity of the water infrastructure <br />while it is unused. All systems must be designed with the ability to connect to municipal <br />watermains in the future. Please submit a revised utility plan that indicates the installation of <br />watermains under the proposed street ind stubs to proposed house pads. Also, the revised plans <br />are deficient the location of proposed, individual .wells. Individual well location must be shown. <br />These must be coordinated with the sewer services. <br /> <br />Easements: All wetlands must be encumbered with drainage and utility easements. Also, <br />common property easements must be indicated. These drainage and utility easements are 10 feet <br />inside property lines at lot frontage and 5 feet inside property lines on common lot lines. Please <br />submit a revised plan indicating these easements. <br /> <br />Home Owners Association: A Home Owners' Association (HOA) is required for this <br />development, to manage the maintenance of the communal septic system. The City will review <br />all HOA documents prior to release of.the fmai plat for recording. The HOA will be required to <br />establish a financial surety to insure the adequate operation and maintenance of the on site <br />system, and the eventual connection to the municipal system when it becomes available. It is also <br />the developer's responsibility to notify potential purchasers of cluster lots of the possibility of <br />future development on the remainder of the parcel. The notice must include a statement to this <br />effect and include a copy of the Urban Development Plan required as part of City Code. A copy <br />of this notice shall be sent to the City. The developer shall obtain a signed a~knowledgement <br />from the purchaser stating that the purchaser has reviewed the furore development notice, and <br />understands that the remnant parcel may be developed in the future. <br /> <br />Streets and Access: The preliminary plat shows a connection to 173rd Avenue NW with the <br />construction of Nutria Street. It is staff's recommendation that a future second access is provided <br />to the west of the plat to eventually connect with the existing 171st Avenue NW and that Nutria <br />Street is platted to the south boundary of the plat. <br /> <br />A temporary cul-de-sac at the end of Nutria Street is indicated. Nutria Street must be constructed <br />to City Standards. A variance is being processed with the preliminary plat application. The City <br />Council and Planning Commission expressed concern with granting this variance to cul-de-sac <br />length at the sketch plan phase and made suggestions for revision. <br /> <br />Park Dedication: The Parks and Recreation Committee met and will be requiring cash in lieu of <br />land for park dedication on this site.
