WiM Oaks of Ramsey <br />Preliminary Plat Review <br />April 28, 2006 <br />2of4 <br />Tree Preservation: The tree preservation plan is generally acceptable. Tree save fencing must <br />be installed and approved by City Staff prior to the commencement of conswuction activity. <br />Wetlands: The landscaping plan does indicate that a buffer will be established and/or maintained <br />adjacent to the wetlands on the site. Existing vegetation, including trees, shrubs and/or dense <br />layers of perennial ~nsses, if uncultivated for at least ten (10) years, may be adequate, buffering. <br />Otherwise, please refer to the seed mLxture tabulations found in Chapter 3 of MNDOT's <br />Guidelines for Restoring & Managing Native Wetland Vegetation regarding standards for <br />establishing a buffer. <br /> <br />Buffer width should average at least twenty-five (25) feet and in no case shall it be narrower than <br />twenty (20) feet. The buffer area is required to be marked with appropriate monumentafion and <br />cannot be graded or mowed. Lots 1-8, Block I require wetland buffer monumentation. Also, at <br />the time of final plat recording, you must record a notice of the wetland buffer requirement and <br />prohibited activities against the title of each impacted lot with the office of the Anoka County <br />Recorder. A complete list of prohibited activities is available from the Community Development <br />department. <br /> <br /> The submitted plans generally conform to the wetland buffer requirements except for Lot 1, <br /> which is approximately 20 feet. <br /> <br /> Density Transitioning: Density transitioning is required when urban lots are proposed adjacent <br /> to rural lots. It does not appear that density transitioning is required for the proposed subdivision, <br /> un]ess Yequired by the planning Commission or City Council. <br /> <br /> Drainage and Grading: The following bullet points need to be addressed on revisions of the <br /> grading and drainage plans: <br /> · Show street centerline grades. <br /> · All lots 'must have a minimum of a 1 °A drainage. <br /> · The storm water calculations must be submitted to the <br /> Lower Rum River Water Management Organization (LRRWMO) for review and <br /> approval. <br /> · A NPDES permit is also required with a courtesy copy of the City of Ramsey. <br /> · Retaining wails are shown within the city right-of-way. <br /> · Plans need to signed by an Engineer and submitted to the City of tLamsey for approval. <br /> · An escrow will be required for future construction of 171st Avenue, and sewer and water <br /> must be extended to the property line. <br /> <br />Sewer and Septic Utilities: The following bullet points need to be addressed on revisions of the <br />utility plan: <br /> · Provide plan and profile views for sanitary sewer and storm sewer down Nutria Street <br /> and 171st Avenue to the western property line. <br /> · Extend stub for future connection to drainage and utility easement line on Lot 9. <br /> <br /> <br />
