Request for a Conditional Use ?ermit for a Monopole Communications Tower; Case of Cingular l~ireless. <br /> <br />The City Council tabled action on this request. The Council indicated a desire to look at the <br />tower ordinance to make sure that it emphasized a priority for cell phone towers to be located on <br />public properties. Some members indicated that they were concerned about cell towers being <br />located on residentially zoned properties. Staff will be bringing the topic to a future City <br />Council work session for review of the ordinance and possible amendments the City Council <br />would like to see. <br /> <br />Request for Revised Final Plat and Final Site Plan Approval of Meadow; Case of GM Land <br /> <br />A revised final plat and site plan was approved for The Meadow subdivision around the current <br />City Hail site. The reason for the new plat was to address a concern regarding a second access <br />for the fire department. The new plat created an additional lot that will be held by the City and <br />will have a driveway from the existing Police Department parking lot to the new Helium St. <br />This drive will be paid for by the Developer. The Development Agreement was also <br />strengthened to clearly require that two accesses for public safety vehicles are maintained at all <br />times during the construction of the subdivision. <br /> <br />Introduce Ordinance to Amend Section 8.35 (Regulation of Single Family Dwellings to be moved <br />into or within the City <br /> <br />The City Council introduced the ordinance regard dwelling moving permits. The new ordinance <br />will the moving of structures in Ramsey as well as changing the review process to a <br />administrative function. A second readiiag of the ordinance is expected on May 9, 2006. <br />Adoption of an Ordinance Repealing Horse Care Board <br /> <br />The City Council adopted the ordinance that officiaily disbands the Ramsey Horse Care Board. <br />The Board has not met in over three years and was created to serve as a recomnedafion body for <br />the PC and City Council on horse related matters. In the future, it was decided that the PC would <br />be able to handle any requests regarding horses (i.e. a CUP is required to keep horses on certain <br />size pamels.). <br /> <br />Consider Authorization of Request for Proposals for Cinema Development within Ramsey Town Center. <br />The City Council authorized the release of a RFP to develop a cinema in the Ramsey Town <br />Center. The proposed cinema is slated to be located in the core of the Town Center, kmmediately <br />west of the under-construction parking romp. We received the right to develop this property as <br />part of the first amendment to the Ramsey Town Center Master Development Agreement. It is <br />hoped that City will receive proposals in June and make some decisions regarding the cinema. <br /> <br />Hwy. 10 The City has been actively advocating for the improvement of the Hwy. 10 corridor to <br />a freeway design. As many of you know, the future corridor has been "officially mapped" and <br />will require the moving of the highway north of the existing alignment. This relocation will <br />require the State to purchase all of the properties on the north side of Hwy. I0. As MnDOT does <br />not currently have Hwy. 10 programmed into their short or long range budget, the City has tried <br />several methods to secure funding to move the project further along. Utilizing Right-of-way <br />Aquistion Loan Funds (RALF) from the Metropolitian Council, the City has purchased 10 of the <br /> <br />40 <br /> <br /> <br />
