amount of $1.511,455.59, which is 8.5-percent more than the engineer's estimate of $1,392,750.75. Estimated project costs, including 23-percent indirect costs, total $1,859,090.38. Attached is Bolton and Menk's bid results and recommendation memo. Per the memo, bid prices indicate that inflation is continuing to impact pricing. In general, costs were 5% to 8% higher than the engineer's estimates across all bid items. Also, as the construction year progresses contractors and suppliers' capacity decreases, generally leading to higher bid pricing across the industry. Funding for this improvement is proposed to come from MSA Funds and Storm Water Utility Funds. City staff plan to inspect all construction and process pay requests. Attached is a Proposal for Construction Related Services received from Bolton and Menk, Inc. on June 22, 2023, in the not -to -exceed amount of $53,699. The proposal includes an estimated 100 hours of project inspections that may or may not be needed, depending on City staff s availability to inspect all construction activities on this project. As with all of the line items in the attached proposal, if some or all of the inspection hours are not needed, this work will not be billed to the City. Recommendation: Staff recommends alternative # 1. If the City decides to award the project to the low bidder, Bolton & Menk recommends awarding the contract to Asphalt Surface Technologies Corp. in the amount of $1,511,455.59. Outcome/Action: Motion to adopt Resolution #23-148 accepting bids and awarding a contract for Improvement Project #23-04, 167th Avenue Reconstruction, and accepting Bolton and Menk's Construction Related Services Proposal.
