Coordinator Anderson stated that he would try to get some brochures from the County. <br /> <br />Environmental Specialist Bacon stated that he could provide web site addresses for more <br />information. <br /> <br />Chairperson McDilda volunteered to provide large maps with overlays to indicate where some of <br />the wetlands are located. <br /> <br />Coordinator Anderson stated he could provide a GIS layer of the City streets. <br /> <br />Chairperson McDilda stated there would be some easel size posters made. He stated that some <br />wetland facts would be provided. He asked EPB members to provide these facts. <br /> <br />Councilmember Strommen asked if City Engineer Steve Jankowski would be available as a <br />representative of the Lower Rum River Watershed Management Organization. <br /> <br />Board Member Olds submitted the following question for the Expo: Are wetlands always wet? <br />Chairperson McDilda submitted the following questions for the Expo: What are wetlands? Why <br />are wetlands important? What are the benefits of wetlands? What are the major threats to <br />wetlands? <br /> <br />Board Member Freeburg submitted the following questions for the Expo: What is the key <br />provision of the 1991 Wetland Act? How many wetlands does the City of Ramsey have? Has <br />the State of Minnesota lost wetlands over the past 100 years or so, if so how much? Have we <br />been losing wetlands recently, if so why? Are potential metro area home buyers willing to pay an <br />extra 10% cost if they can be within walking distance of a wetland, if so how much? <br /> <br />Board Member Bentz asked whether wetlands and buffers were eligible for preservation grants. <br />He asked how much it costs to refute or challenge a wetland designation if the City loses, and <br />whether it would be allowable to appeal. Coordinator Anderson stated that may be an open <br />ended question. <br /> <br />Board Member Bentz suggested providing information regarding the Michigan developer case <br />that involved the Supreme Court because permits were not obtained for developing on wetlands. <br />He stated that the buffer ordinance and wetland program could be challenged because of the <br />potential ruling. <br /> <br />Chairperson McDilda stated that typically on regional and statewide rulings, the wetland <br />ordinances will be upheld. <br /> <br />Board Member Bentz asked if the current wetlands were in place and evaluated for permits now. <br /> <br />Chairperson McDilda clarified that new lots of record and any new permits in the City would <br />consider wetlands. <br /> <br />Board Member Bentz asked if class of wetland would be considered for permits. <br /> <br />Environmental Policy Board/April 3, 2006 <br /> Page 6 of 10 <br /> <br /> <br />
