in for vacation of four or more days for Patrol Officers when
this is feasible.

The current Data Entry Clerk hours should be increased to 20
hours per week from 12 and may be combined with the utility
billing duties described in the Finance Department.

RAMIFICATIONS OF FAILURE TO RESPOND

The lack of complete investigative (follow-up) service often
leaves the public frustrated and with the sense of not being
served. We currently spend a great deal of public resources to
provide police services, and by not providing the complete
service the effect is as if no service has been provided. The
result will likely be public dissatisfaction with the level of
service. Other ramifications may be claims that the Council has
created a dangerous situation by requiring Officers to regularly
work double shifts. These claims can and will likely be measured
in additional liability for the City.

Staffing Report May 1988 Page 15
