should be purchased and maintained in a manner that will meet all <br />safety and operational requirements. <br /> <br />If it is determined that the City will hire employees to perform <br />park maintenance and landscape work, then proper mowing and <br />spraying equipment <br />must be obtained. It is not possible for anyone (public or <br />private employee) to meet the minimum standards for park <br />maintenance with the equipment now owned by the City. <br /> <br />The Public Works Department is greatly under staffed when <br />compared to other Cities. However, until the Council establishes <br />policy for continued maintenance cf roadways, drainage systems, <br />and utilities, specific staffing decisions may be postponed. <br /> <br />RAMIFICATIONS OF FAILURE TO RESPOND <br /> <br />Failure to respond to these recomendations will most certainly <br />result in personal property damage and considerable public <br />liability to the City and individual Council Members. Although a <br />specific recommendation for additional staffing in the Public <br />Works Department may be postponed until clear policy is <br />established, similar public and individual liability does exist <br />if these maintenance responsibilities continue to be ignored due <br />to obvious understaffing. <br /> <br />Staffing Report Hay 1988 Page 18 <br /> <br /> <br />
