INTRODUCTION <br /> <br />This report has been prepared at the direction of the Personnel <br />Committee (a subcommittee of the City Council) of the City of <br />Ramsey. Input and review has been received from every department <br />of the City. However, the recommendations and observations are a <br />result of an evaluation of the entire City organization by the <br />City Administrator. <br /> <br />Staffing recommendations in the past have been received from <br />individual department managers and not necessarily during the <br />same time period. When reviewed by the Personnel Committee or <br />the City Council, these recommendations have been viewed as if <br />they were the "manufacturer's suggested retail price" and offered <br />room for compromise. The result of this process suggests that <br />department managers will often ask for more than is really needed <br />and that the governing body will view all r~quests as excessive. <br />This report has been developed by looking at the needs for <br />service and the available staff to provide that service. <br />Requests have been received from department managers which in <br />some cases have exceeded the recommendations contained herein. <br />However, every department manager has accepted the objective of <br />these recommendations which is to meet the MINIMUM ACCEPTABLE <br />LEVEL OF SERVICE for the City of Ramsey. Additionally, this <br />report has attempted to address the need for staff which will <br />benefit multiple departments. <br /> <br /> The City Council has recently considered contracting out several <br /> functions of local government which are currently not provided as <br /> services or are currently provided by local government staff. <br /> This report assumes that due to the excessive cost of contracting <br /> out the sewer and water maintenance, that service must be <br /> performed by local government staff. Although the Council has <br /> not yet determined how park maintenance will be performed, the <br /> need to either manage staff or inspect a contractor's work will <br /> remain the responsibility of a person in the employ of the City <br /> of Ramsey. Further, the recommendations contained herein are <br /> based upon the current organizational structure of the City of <br /> Ramsey and should be reconsidered in the event of the loss of key <br /> personnel or a change in structure. <br /> <br />This report is <br />which identify <br />performance of <br />recommendation, <br />ramifications of <br /> <br />organized into department or work group sections <br />the responsibility of the department, the <br />current staffing levels, the Administrator's <br />and the identification of some of the <br />failure to accept the recommendation. Following <br />evaluations and recommendations is a summary of <br /> <br />the departmental <br />the added personnel needed and equipment needs.
