Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, <br />Shu~way, LaDue and Howell. Voting No: None. Absent: C~m.~ssioners Holm <br />and Terry. <br /> <br />Commissioner Howell stated that he feels the number of variances Mr. Guyer <br />would need 0oes not justify the granting of this license. <br /> <br />Commissioner Hendriksen replied that Mr. Guyer's request deserves some <br />special consideration because he owned the bears before Ramsey decided to <br />establlsh guldelines for the keeping of wild animals. <br /> <br />After questions were raised, Ms. Norris stated that the wild animal <br />license Ks annual in it's duration and a proposed change in the <br />classification of the animal to be kept on the property would be addressed <br />during the renewal process; she will research whether the license becomes <br />void If the animals die or are absent fr~ the property. <br /> <br />The Commission amended the proposed wild animal license as follows: <br /> <br />Change It~ #2 to read - That the enclsoures for the wild animals shall be <br /> set Dac~ a minim~ of lU0 feet frcm the front yard, 2U feet <br /> from the side yar~s and 5U feet from the rear yard. <br /> <br />Change Item #3 to read - That the primary and secondary enclosures shall be <br /> located a minimum of 110 feet from residential dwellings on <br /> neighboring properties. <br /> <br />Add Item ~6 - The primary enclosure shall be the existing structure <br /> measuring 35' x 4D' and consisting of poured concrete block <br /> walls and chain link fencing. The secondary enclosure shall <br /> consist o~ a 6' chain link fence surrounding the primary <br /> enclosure. In lieu of chain link fencing surrounding the <br /> berm portion of the primary enclosure, the City will accept <br /> 3' of chain link ~ence installed on top of the block and <br /> angled outwards. <br /> <br />Change Item #5 to read - That signs will be ~nstalled on each wall of the <br /> secondary enclosure making t~e public aware that there are <br /> bears on the premises. <br /> <br />Add Item #7 - <br /> <br />That the enclosure shall be maintained in such a way that <br />there will be no discernible odors eminating from the cage <br />beyond the Guyer property. <br /> <br />Chairman Zimmerman suggested that the City require Mr. Guyer to carry <br />liability insurance. Mr. Guyer replled that he has not been able to <br />procure hc~eowner's liability insurance because of the bears; insurance <br />companies are becoming stricter and refusing to provide liability insurance <br />even ~or ~omestic animals. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Hendri~sen to <br />reco~m~end that City Council approve Mr. Guyer's request and issue the wild <br />animal license as amended. <br /> Planning and Zoning Commission/M~rch 1, 1988 <br /> <br />Page 5 of 6 <br /> <br /> <br />
