3) General public may use the followln§ facilltles: 4) a) Council Chambers b) Lower level north Church or religious organizations may use the lower level north and Council Chambers after entering into an agreement with the City of Ramsey which clarifies the proper separation of church and State. Governmental functions should be scheduled at a minimum of three days in advance. However, this requirement may be waived if the need is great or an emergency exists. Governmental functions may supersede any other use with or without reservations ir (1} three days notice is given; and (2) there is no other practical alternative. Organizaed groups wishing to make perpetual reservations may do so by making application in wrlting at least 6U days in advance. Perpetual reservations will be granted only to organized groups providing or whose purpose is to provide a public service. Organized groups and the general public may make reservations for use of the facilities in wrlting a= least 14 days in advance. In order to meet the maintenance costs which result from continued use of these facilities, a $5.00 per day non-refuna~hle ~ee is charged for all reservations of the P~msey Fnnicipal Center except governmental functions and use by senior citizen groups. Keys may be issued for access to the P~sey }~nicipal Center with a $15.00 key deposit which is re_tundeO with the return of the key. The Ramsey Fnnicipal Center may be used by organized groups and the general public between the hours of 7:00 a.m. to 10:30 p.m. Use of Furniture and Equ_ i_~ment: Chairs and tables may be moved about within the roc~n in which they are located, but not moved from recto to room. All furniture and equipment should be used for its intended purpose. If some furniture is in use it may not be used (e.g., a table holding a displa_v or appliance may not be used for some other purpose). The Ramsey }'~nicipal Center is a ~ublic building and smoking is governed by State law. SmoKing is permitted Q/~ in the foyer on the u~Tper level. Storage: Tne Ramsey ¥~Inicipal Center is not to be used for storage of equipment or supplies for organized groups or the general public. Items, equipment, or supplies must be removed i~ in the opinion of the City A~mlnistrator the item.~, equit~nent, or supplies usurp areas to be used by other groups, presents a hazard, or is unsightly.
