That the Applicant had two black bears on the subject property prior to the City Council's aaoption o~ Section 110.18 of the City Code. 15. That there are no other similar permitted conditional uses in the City. 16. That keeping the wild animals on the subject property will not increase traffic to or from the subject property. 17.
