10 Minutes CASE ~3:

REVI~ PLANS FOR SPECIAL k~.FCTION fF APPEL 19, 1988
By: Dave Hartley, City Administrator

Background:
On January 12, 1988 the City Council adopted a resolution which subjected
Ordinance %87-7 (Airport Zoning Ordinance) to a referend~ vote, said election
to be held on April 19, 1988. Additionally, the City Council by its motion,
instructed Staff to also place a question on the ballot regarding the
establishment of a volunteer fire department.
Some of the matters that need to be resolved prior to proceeding with this
election are:

1) How should the specific question relating to the volunteer fire
department be phrased?

2) Should the special election be held at one polling place rather than
three polling places representing each of the City's three precincts?

Rec~f~endation:
It is suggested that the question relating to the volunteer fire department
should be "Shall the City of Ramsey create, equip, and fund a volunteer fire
department to serve the fire protection needs of the City of Ramsey and
possibly neighboring cu~u~nities?"

It is further suggested that the City Council consider establishing only one
polling place, that being the Ramsey }~nicipal Center. ~is would reduce costs
and perhaps reduce confusion.

Council should discuss these matters and adopt a resolution confirming the date
of the special election, the polling place,~ .and the issues.

P~view Checklist:

Adr~inistrator
Attorney
Engineer
Con~nunityDevelo~ment Director

Chief of Police
Finance Officer
Public Works Superintendent
Other
