J That Breezy Outdoor, Inc., hereinafter referred to as "Applicant", has properly applied for a conditional use permit to construct an advertising sign. That the Applicant appeared before the Ramsey Planning and Zoning Commission for a public hearing pursuant to Sections 170.013D and 170.054 of the Ramsey City Code on February 2, 1988 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated as part of these findings by reference. 5. 6. 7. That the subject property is generally 'known as 7009 Highway ~10 N.W. and is legally described as follows: Lot 5, Block 1, Kovar Addition, Anoka County, Minnesota That the subject property is located in the B-1 ~usiness District and is approximately one acre in size. That the Applicant is requesting a conditional use permit to construct an advertising sign on the subject property. That the Applicant is proposing to construct a two-faced advertising sign with each face approximately 300 square feet in size. That Section 170.054 of the City Code requ. ires that advertising signs shall be constructed either on the site of the subjec~ a~ivity on the sign or within 2,500 feet of the subject activity advertised on the That Section 170.054 of the City Code also requires that all advertising signs must obtain a conditional use permit from the City prior to constru~ion. That the subject property is currently the site of a used automobile sales o~ration and the ~ ~ .... plans to rent the subject property from the ~uuer. 10. ~nat the adjacent properties are located within the B-1 Business District. !!. That the proposed sign will not be unduly dangerous or detrimental to persons working in the vicinity of the proposed sign. 13. That the proposed sign will not substantially impair the use of surrounding properties. 14. Tnat the proposed sign wil! net be harmonious with and in accordance with the ..specific objectives cf the City's Co.~prehensive Plan and Zoning Ordinance.
