Chairperson Johns wondered if they were obligated to make a provision for a trail along 173ra in
approving this. She wondered if this was a requirement because it is a County road.

Parks/Utilities Supervisor Riverblood thought consistency was important so they were treating
people fairly. He also thought this was unique because of all the wetlands and would be very
costly to build a trail along the road. He thought the Commission should have staff work with
the developer on a compromise for this.

Motion by Commissioner Olds, seconded by Commissioner Shryock, to recommend park and
trail dedications in cash and to direct staff to work with the developer to find some equitable way
to get a trail and a 66 foot easement or trail easement along the front of the property and work
with the County to provide sufficient fight-of-way on 73rd in order to get a trail in.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Olds, Shryock, and Lehman.
Voting No: None. Absent: Commissioner LaMere.

Case//3: Sketch Plan Review for Amber Ridge 2"a Addition

Civil Engineer II Linton explained E&G Development has submitted a sketch plan for Amber
Ridge 2nd Addition. This project is located at the south end of Argon Street. The project is
located in the Oxbow Recreation District. The site is zoned R-2, the developer is asking that it
be re-zoned to R-1 to allow for single family homes. This will require a comprehensive plan
amendment that will take some time to process. The development will have 5 single family lots
and one outlot.

Civil Engineer II Linton reviewed the case with the Commission.

Chairperson Johns wondered if there were trails leading up to the cul-de-sac.

Civil Engineer II Linton indicated there was not.

Civil Engineer II Linton noted this is a sketch plan and a minor plat. He noted there seemed to
be urgency from the planners that this comes before the Commission.

Motion by Commissioner Shryock, seconded by Commissioner Olds, to recommend park and
trail dedications in cash and to direct staff to explore the trail connection on Waco Street across
the wetland as a part of the project.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, Olds, and Lehman.
Voting No: None. Absent: Commissioner LaMere.

COMMISSION/STAFF INPUT

Parks/Utilities Supervisor Riverblood stated they had an extremely warm January and it has
impacted the ice on the skating finks and they are working on recapturing the ice recently melted
in order for the finks to open this coming weekend.

Park and Recreation Commission/February 9, 2006
Page 4 of 5
