Parks/Utilities Supervisor Riverblood indicated he would have the Commission recommend that <br />staff be directed to sort out a drainage utility easement or a ten foot trail with a five foot <br />boulevard. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Lehman, Olds, and Shryock. <br />Voting No: None. Absent: Commissioner LaMere. <br /> <br />Case #2: Park Dedication for Wild Oaks <br /> <br />Civil Engineer II Linton stated Ron Tallman has submitted the preliminary plat for Wild Oaks of <br />Ramsey. This is a proposed cluster development located south of 173ra Avenue and east of Puma <br />Street. The cluster ordinance allows for development in areas not currently served by sewer by <br />requiting urban size lots, common water and sewer systems for the development. The number of <br />lots that can be developed at this time is based on the requirement of 2.5 acres per unit which is <br />12 lots. The remainder of the parcel will be platted as outlots, further development will not occur <br />until city sewer and water is extended to the site. <br /> <br />The development is in the Autumn Heights Recreation District. The Park and Trail map shows a <br />future trail connection in the area of this plat. <br /> <br />Civil Engineer II Linton reviewed the information with the Commission. <br /> <br />Civil Engineer II Linton stated there needed to be a 66 foot right of way or a trail easement over <br />the front of the lots. He noted he has not discussed this with the developer yet to see if he agreed <br />with this or not. <br /> <br />Chairperson Johns wondered if they were stubbing in a road to the west along with a trail. She <br />also wondered if a trail would go along 173~d. <br /> <br />Parks/Utilities Supervisor Riverblood stated this is a very narrow road and there has been <br />previous discussion with the County that the road may be turned back to the City but the County <br />would have to improve the road to City standards. <br /> <br />Commissioner Shryock wondered if they would have sufficient easements on the road to get a <br />trail in. <br /> <br />Parks/Utilities Supervisor Riverblood stated there is little possibility for a trail in its current <br />width and would probably need to be reconstructed along with wetland mitigation in order for a <br />trail to go in. <br /> <br />Chairperson Johns thought getting a trail north/south and then east/west on 171st would be the <br />safest. She stated she would like to see a trail along 173~a but at this time the road is too <br />dangerous even for on-street travel.
