Commissioner Lehman wondered if the plat matched up with Kelly Acres.

Civil Engineer 1I Linton stated they do and are contiguous.

Chairperson Johns indicated the trails will meet in both developments. She stated because the
clustering is a new concept to them and when they do it in phases, will this come before them
again when they start on the south area.

Civil Engineer II Linton indicated the next phase will come back before the Park Commission for
approval also.

Chairperson Johns wondered if they could require a trail easement on the south side of
Armstrong at this time.

Civil Engineer II Linton thought they should wait because when the developer plats the south
part, the City will need to vacate the easement in order for the developer to plat this but they
could recommend a trail easement be done when the plat is developed.

Motion by Commissioner Lehman, seconded by Commissioner Olds, to recommend park and
trail dedication in cash and to recommend trail construction as required.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Lehman, Olds, Erickson,
Hansen, LaMere, and Shryock. Voting No: None. Absent: None.

Case #3: Consider Support for Anoka Aquatic Center for 2006

Civil Engineer II Linton stated the City has supported the Anoka Aquatic Center with a casl~
contribution for the past eight years. The issue has been addressed at the Finance Committee and
Council meetings with the decision being to continue on a year to year basis. This program is
supported from the charitable gambling fund, so it should be reviewed by Park and Recreation
and forwarded to the City Council for action.

Parks/Utilities Supervisor Riverblood indicated Ramsey residents should get the Anoka resident
rate when using the center. He thought this should be noted in the newsletter so residents know
this and he also thought a note should be sent to Anoka Aquatic Center to indicate this.

Commissioner Hansen wondered what the regular price is for entrance to the center.

Civil Engineer II Linton showed in the report the rates but indicated it is for season passes and
not daily passes.

Motion by Commissioner Shryock, seconded by Commissioner Olds, to approve a donation of
$4,000 for the continued participation in the Anoka Aquatics Program and to verify that Ramsey
is getting the resident discount.

Park and Recreation Commission/March 9, 2006
Page 3 of 7
