This is deficient of the minimum requirements by 92 trees. All proposed species <br />are acceptable. However, minimum plant size for transitioning purposes is 2.5 inches for <br />overstory, 1.5 inches for ornamental, and 6 feet for evergreens. Additionally, more ornamental <br />species should be included (white pine and black hills spruce are not ornamental). <br /> <br />As noted on the Landscape Plan, there is a power easement across the northern portion of the <br />site. Any plantings would be subject to the approval of the easement holder. This does raise a <br />concern regarding the proposed vegetation, which is intended to provide for transitioning <br />between existing homes and the proposed lots. Therefore, if landscaping is used as density <br />transitioning, it will be necessary to obtain an agTeement >vith the easement holder that the <br />proposed plantings will not be removed in the future as part of their regular vegetation <br />management program. <br /> <br />A revised Landscape Plan is necessary. <br /> <br />Also, Section 9.20.11 states that the location of the proposed lots shall be arranged ~ving <br />consideration to the location of existing houses, and other factors as required by City Council. <br />The proposed plan sites homes on common property, line with 2 adjacent neighborhoods, <br />intemifying the negative effects on the existing neighborhood. The Planning Commission and <br />City Council have expressed concern iegarding this issue in past meetings. <br /> <br />Landscaping Plan: The Landscape Plan, dated April 5, 2006, regarding the front yard plantings <br />is acceptable. <br /> <br />Tree Preservation Plan: The Tree Preservation Plan, dated April 5, 2006, is generally <br />acceptable to City Staff. Prior to the commencement of site work, tree save fencing must be <br />installed around individual trees and/or groups of trees. Fencing shall be installed at the dripline <br />of trees, not around the base of trees. Where feasible, efforts should be made to preserve trees <br />that are outside of the indicated preservation area. <br /> <br />Finally, due to the presence of oak trees on and adjacent to the development area, a plan must be <br />submitted outlining the actions that will be taken to protect those trees from oak wilt. Any <br />clearing involving oak trees cannot occur between April 15 and July 15 to help protect against <br />oak wilt. <br /> <br />Existing Structures: Any structures proposed to remain must conform to the general building <br />orientation and driveway direction as the newly created lots.
