Staff <br />15153 Nowthen Blvd: <br />Ramsey, bin 55303 <br /> <br />Dear City Council Members and City Staff'.' <br /> <br />Shade Tree Communities has been working with the City Council for the pgst year on the <br />proposed single-t:amily residential development, Shade Tree Creek. We have attended <br />several meetings and revised the preliminary plat in order to address the concerns raised <br />by the neighbors, City Staff, Planning Commission, and City Council members. <br /> <br />The current preliminary plat colrfi~ration complies with the technical application of City <br />Code. There are several ways we can address Staff and the Planning Commission's <br />concerns related to density, transitioning along the north west boundary line. We would be <br />wiiling to discuss the possibility of.' providing a berm, appropriate fencing, additional <br />landscaping, and a stipulation of limiting the construction of homes on Lots 1- 4 Block 1, <br />un'ri:l_.an appropriate future date. .. <br /> <br />The concern related to Erkium Street exceeding the 600 foot cul-de-sac length has been <br />addressed by redesigning the preliminary plat to meet City Code cul-de-sac length. The <br />Traffic Study that was completed by the City's consulting fu-m Bolton & Menk has <br />addressed the traffic and access issues. The study states that a secondary access should be <br />constructed at the time of full build-out (35 lots) and a stop sign should be installed. <br /> <br />As previously stated, Shade Tree Communities has been diligently working w/th City <br />Staffand the City Council for over a year regarding the proposed Shade Tree Creek plat. <br />We would Iike to continue to work with the City to determine the best design for the <br />subject property. However, due to the initiation of a moratorium w/thin the Rural <br />Developing area, we are in a situation where significant time and money has been <br />expended on plans and re~Ssions and to be put on hold for possibly another two years is <br />quite a challenge. <br /> <br />We are willing to revise the preliminary plat to lessen our density at this time in order to <br />be able to move forward. We respectfully request that the City Council consider <br />approving the preliminary plat of Shade Tree Creek as it complies with Ramsey's City <br />Code. <br /> <br />-166- <br /> <br /> <br />
