and shall be certified as an assessment against the property together with ten percent (10%) interest for'collection in the same manner as the rea~ estat~taxes~: Subd. 3. The owner of the parcel upon which the sign is located shall be presumed fo be the owner of all si~ns thereon unless facts to the contrary are brought to the attention of the Zoning Administrator. Subd. 4. In case of emergency, the Zoning Administrator or Building Official may cause the immediate removal of a dangerous or defective sign without notice. Signs removed in this manner must present a hazard to the public safety as defined in the State Building Code. 9.12.23 Appeals.. To provide for a reasonable interpretation of'the provisions of this Ordinance, a permit applicant who wishes to appeal an interpretation by the Zoning Administrator may file a written appeal with the City Administrator and request a hearing before the City Council. The City Council shall hear the appeal, make findings and take its action. 9.12.24 Variations. Request for variations from the provisions of this Section shall be processed by the applicant applying to the Zoning Administrator for a conditional use permit, which conditional use permit procedure shall be as prescribed in Section 9.03.04 of the City Code. 9.12.25 Conflict. If any portion of this Section is found to be in conflict w/th anY other provision of any zoning, building, fire, safety or health ordinance of the City Code, the provision. whict?..establishes the h/gher standard ghall prevail. 9.12.26 Severability. if any subsection, sentence, clause, or phrase of this Section, or its application to any person or circumstance is held invalid by the decision of any court of competent jurisdiction, the remainder of this Section, or the application of the provision to other persons or circumstances is in effect and shall remain in full force and effect.
