Case #4

SOUTH OF US HIGHWAY #10 DEVELOPMENT AND REDEVELOPMENT
By: Sean M. Sullivan, Economic Development Coordinator

Background:

At the April 13, 2006 EDA meeting there was lengthy discussion regarding the future of the South side of
US Hwy 10. Staff suggested that an in-house study be done similar to the one by HKGi. The EDA
requested staff see how long it would take to do a study so that business owners could start planning for
the future. The need to improve the image of Ramsey is clear and having a plan for the vision of the
South side of US Hwy 10 is very important.

Observations:

Staff has researched the timing and resources needed to conduct an in-house study. The consensus was
that this study can not be done in a reasonable amount of time using current staff. Further discussion
seemed to point this study toward the Comprehensive Planning process. It is important for the EDA to
have input into the future development and redevelopment of the land south of US Hwy 10. A
recommendation by the EDA to develop a plan that is conducive to improving the image of Hwy 10
would be proper in this situation. There was also discussion regard how and when business owners will
be notified of potential development and redevelopment plans south of the highway. Simply put, the
EDA wants to make sure that there is clear dialogue between the current businesses on Hwy 10 and the
City that gives these businesses adequate time to analyze changing to the status quo.

Recommendation:

Recommendation to City Council to develop a plan that is conducive to improving the image of Hwy 10
through the Comprehensive Planning process.

Review Checklist:
James E Norman, City Administrator
Patrick Trudgeon, Community Development Director

EDA: 5.11.06
