Motion carried. Voting Yes: Acting Chairperson Steffen, Members, Elvig, LeToumeau, Kiefer,
Schindel, and Strommen. Voting No: None. Absent: Chairperson Riley.

EDA BUSINESS

Case #1: Business of the Year

Economic Development Coordinator Sullivan reviewed that each year at the Ramsey Business
Appreciation Day, the City presents a business with the Business of the Year Award. The EDA
has used the following general criteria when considering nominees:

I. Been involved in all aspects of the community.
2. Provided for the maintenance or expansion of the commercial/industrial tax base of the
community through the development of new business ventures or the retention or
expansion of existing business.
3. Expanded or retained the employment base of the community.
4. Been a positive influence to the business community.

The EDA reviewed the list of businesses previously chosen as Business of the Year. Economic
Development Coordinator Sullivan indicated staff is requesting that the EDA determine what
business should be presented with the 2006 Business of the Year Award. Mr. Sullivan reviewed
the list of possible nominees for the 2006 award and noted the EDA may also choose to add
businesses to the nominee list. Mr. Sullivan advised staff is recommending that the 2006
Business of the Year Award go to Bank of the West. This company has participated heartily in
the Ramsey Happy Days event for five years through sponsorship of the parade. They also
helped the EDA in supplying a warm place to celebrate the redevelopment of the Amoco Station.
Staff feels that this business has met the general criteria established for this award and the
presentation would be well deserved.

Member Schindel questioned if the general criteria would exclude an organization from
receiving this award. Economic Development Coordinator Sullivan responded in the
affirmative.

Member Kiefer stated he is in support of giving the nomination to Bank of the West. He
understands why The Lions is not included on the list of possible nominees, but thinks they are a
worthy organization that deserves recognition. He inquired why businesses such as Lano
Equipment, Wells Catering, and Northern Heating and Air Conditioning would not be included
on the list. He indicated he is not aware of things The Links at Northfork, Sauter and Son's
Excavating, Zero Zone, Inc., or Sunfish Commons Partnership have done in the last two to three
years that promote economic development.

Member LeTourneau stated Sunfish Commons Partnership has been a great contributor to the
community, and continues to contribute. However, he agrees there are many businesses worthy
of ree0gnition.

Economic Development Authority/April 13, 2006
Page 2 of 9
2
