Member Elvig expressed concern that there is not solid criteria in place for this award. He noted
in the City of Anoka the Chamber of Commerce obtains input through ballots.

Member Kiefer suggested the criteria include a check list of what these businesses have provided
in the way of economic development, employment, building expansion, property improvements,
and being a good partner with the community by supporting community events and giving back
to the community.

Member Elvig suggested the EDA have a monthly review of what was interesting in business
participation that month, which could be reviewed when the award is considered. Member
Strommen noted in the past there was discussion of whether the business accomplishments
should be something that occurred in the year of the award. A monthly review would be a good
way to keep track of the businesses' participation.

Economic Development Coordinator Sullivan provided an overview of the contributions of each
business included on the possible nominee list:

· Sunfish Commons Partnership: The business' existence on this comer and the first EDA
Revolving Loan being granted to this business.
· Zero Zone, Inc.: This is likely one of the fastest growing businesses in the community.
The business went through hard times under the former owner and was purchased by
Zero Zone out of Milwaukee. The business was then purchased by Super Value with a
good chance of being spun off and liquidated; however, a private ownership group came
through. This is an up-and-coming business in Ramsey.
· Sauter and Son's Excavating: This business has created multiple tenant buildings and
employee oppommities, and ha~ transferred that area as an entry point into the City.
They continue to work with the City on demolition for redevelopment projects in the
City.
· Bank of the West: Discussed during the staff recommendation.
· The Links at Northfork: This business has been a stellar citizen in participating in the
Business Appreciation Event. A new addition has been put onto the building that will
lead to new employment opportunities for the company, as well as enhancement to the
public.
· Village Bank: This business has contributed heavily to the City and will continue to
grow.

Member LeToumeau commented of the businesses that have received this recognition it would
be hard to identify any one of them as having a single year of outstanding service; they have
contributed over a number of years. There is a vast majority of the businesses in Ramsey that are
worthy of this recognition, because they are all so involved in this community. It is a matter of
identifying some good candidates and giving everyone an opportunity to be recognized in some
way, shape and form.

Member Elvig suggested consideration of~a Business Appreciation Recognition.Award. He
noted Jim Deal has built two buildings in' Town Center and has taken care Of an extremely

Economi6 Development Authority/April 13, 2006
Page 3 of 9 3
