They do not see it on the <br />horizon and the rural component will be preserved for some time. <br /> <br />Mr. Dennis Donovan read some passages from the August 5, 2004 Planning Commission <br />minutes and the January 19, 2005 City Council Worksession regarding the Cluster Ordinance. <br /> <br />Mr. Dennis Donovanindicated there are a couple key questions, who are the people that will get <br />what they want because many of the residents of Ramsey want to keep the City rural. He knows <br />for a fact that this ordinance was not advertised and he thought it should have been. <br /> <br />Assistant Community Development Director Frolik noted that the State rules do not require this <br />type of ordinance to be noticed by mailings to individual residents. <br /> <br />Mr. Dennis Donovan stated the Cluster Ordinance was shown on February 8th and passed on <br />FebruaD' 22nd. <br /> <br />Chairperson Nixt stated this ordinance was not decided on hastily based on the time line and they <br />are in a moratorium. He thought the moratorium was well thought through based on what he has <br />heard about the City Council meeting and there is communication between staff and the Council <br />and Planning Commission. <br /> <br />Mr. Dennis Donovan did not think this provided the flexibility when needed if a cluster <br />development is the only way to develop the Rural District. He stated he was opposed to the <br />Shade Tree Cluster Development behind his home because it followed the current ordinance. <br /> <br />Mr. Dennis Donovan stated open space is a must to cluster developments and he thought the <br />ordinance needed this. <br /> <br />Commissioner Brauer stated the Council is working on this. <br /> <br />Mr. Dennis Donovan stated that transitioning is critical. They must transition the cluster <br />developments in the rural area. This was missed in the Shade Tree Development. He thought <br />that if they go to a cluster concept, the City Charter needed to be looked at because the charter <br />indicates you do not need to hook up to sewer and it was noted the community septic system <br />would be abandoned when sewer and water came through. <br /> <br />Mr. Dennis Donovan did not think the Cluster Ordinance was strong enough. He stated the <br />property is not troubled; the ordinance is what is troubled. <br /> <br />Commissioner Brauer asked Mr. Dennis Donovan if he thought the Burns Township Cluster <br />Ordinance was one he liked. <br /> <br />Mr. Dennis Donovan stated he has not seen it but from what their stafftold him it sounded great. <br /> <br />Planning Commission/April 6, 2006 <br /> Page 2 of 14 <br /> <br /> <br />
