Ms. Frolik stated the moratorium has not begun yet; it may be adopted at the next City Council <br />meeting. It would not go into effect until mid May after publication. She noted any current <br />cluster developments already in the system may continue to try to get preliminary plat approval <br />before the effective date of the moratorium. <br /> <br />Mr. Roger Rowbotham, 17715 Erkium Street, stated he petitioned their neighborhood and was <br />representing them. He wondered how this got started in the City. He has lived in the City for <br />over thirty years and they never wanted to urbanize the City but it is beyond that so they now <br />need to decide how they want to develop. He wondered why Andover and other communities are <br />not doing cluster developments. He indicated he discussed this with Councilmember Knight <br />from Andover. Mr. Knight gave him many reasons why they did not want to do cluster <br />developments. He indicated that City sewer and water will not be around for quite awhile and <br />Andover did not want to take the chance of putting in a system that could fail over time and <br />trying to decide who would be responsible for it if it would fail. Mr. Rowbotham asked for some <br />answers on the community septic. <br /> <br />Mr. Ken Thompson, 17655 Argon Street NW, stated he also questioned the cluster ordinance and <br />wondered about the community septic system and if it was safe. <br /> <br />APPROVAL OFAGENDA <br /> <br />Motion by Commissioner Nixt, seconded by Commissioner Levine, to. approve the agenda as <br />presented. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Levine, Brauer, Cleveland, <br />Hunt, and Trites Rolle. Voting No: None. Absent: Commissioner Van Scoy. <br /> <br />APPROVE PLANNING COMMISSION MINUTES <br /> <br />Motion by Commissioner Nixt, seconded by Commissioner Levine, to approve the following <br />minutes as presented: <br /> <br />1) Planning Commission public hearing and regular meeting minutes dated March 2, 2006. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Levine, Brauer, Cleveland, <br />Hunt, and Trites Rolle. Voting No: None.
