Councilmember Elvig suggested the possibility of conducting this type of study elsewhere in the
City as well. He noted there are a couple of areas that could be targeted.

5) Urban Village Tour Findings

Mayor Gamec stated Loudi officials will be visiting the City on February 22nd. The City's
Sister-City document, which is tied in with the Ramsey Foundation, needs to be brought forward
and acted on.

City Administrator Norman indicated this will be added to a future agenda.

City Administrator Norman reviewed that a rough draft of the two urban village tours last spring
to the Phoenix area of Arizona and Los Angeles, California, were discussed during a work
session held on January 10, 2006. Staff collected notes and would like to present the final draft
of the document for Council consideration. He noted the City Travel Policy has already been
completed.

The consensus of the Council was to approve the final draft of the Urban Village Tour Findings
as presented.

Councilmember Elvig stated one big revelation of the urban village tours was that Kierland had
tried to move forward for several years and failed until it was run as a contiguous complex.
When the entire complex was put together it became very successful. He continues to wonder
how Town Center will be mn as separate entities; this should continue to be considered.

MAYOR, COUNCIL AND STAFF INPUT

Mayor Gamec announced the following: · Loudi officials will be visiting the City on February 22ha.
· Minnesota League of Cities Elected Official Training on February 17th
· Mayors Prayer Breakfast on Friday, March 17th

City Administrator Norman indicated there will be a luncheon and meeting at Greenhaven on
February 22na at 11:30 a.m. with the City of Anoka and Anoka County to draft a plan for the
Washington D.C. request for Highway 10. Mayor Gamec directed staff to verify the schedule
with the Loudi officials prior to confirming this meeting.

Assistant City Administrator Nelson announced the Commissioner Appreciation Dinner will be
held Monday, April 17th

ADJOURNMENT

The Work Session of the City Council was adjourned at 8:47 p.m.

Respectfully submitted,

City Council Work Session / February 7, 2006
Page 10ofll
