Staff thought it was important for the Council to review this study first, and there will <br />likely be a joint meeting with the Council and the Planning Commission. <br /> <br />Mayor Gamec directed staff to review the information with the Planning Commission prior to the <br />joint meeting. <br /> <br />Councilmember Cook stressed the need for something to be done to address the traffic issues, <br />and noted the need to master plan. <br /> <br />Councilmember Elvig commented he understands the need to master plan, and this study shows <br />the deficiencies in trying to move forward. He inquired about the sense of urgency and the <br />rationale. <br /> <br />City Administrator Norman replied with the life cycle of the housing in this area of the <br />community, many of these owners want to sell. <br /> <br />Community Development Director Tmdgeon advised the City received a grant to fund this study <br />two years ago; the clock ran out and the City received an extension. <br /> <br />Councilmember Elvig inquired about the area south of Central Park. <br /> <br />Mr. Fifield replied he sees this area as being market driven. His sense is it will be something <br />where the City has a framework to block the wrong things from happening, and then to be poised <br />when the market is ready to work with private developers on a broader scale. <br /> <br />City Council Work Session / February 7, 2006 <br /> Page 9 of 11 <br /> <br /> <br />
