Public Works Director Kapler noted this was one area that has always been targeted for the <br />possible location of the third fire station. The northeast comer would be a good location for a <br />future fire station in order to bring the most benefit to the residents for insurance savings. <br /> <br />City Administrator Norman indicated the revised 2006 Objectives and Work Plan will be <br />brought to the work session prior to the next City Council meeting. <br /> <br />The meeting was recessed at 7:35 p.m. and reopened at 7:42 p.m. <br /> <br />4) Central Rural Reserve Study <br /> <br />Community Development Director Tmdgeon reviewed that the 2001 Comprehensive Plan <br />included a land use area referred to as the Central Rural Reserve Area (CRRA). The <br />Comprehensive Plan states that the City will work to undertake a study to identify the potential <br />of this area for urban services. In 2003, the City applied and received a grant for $33,000 from <br />the Metropolitan Council to conduct the study. The City contracted with Hoisington Koegler <br />Group to assist staff with the study. At this time, preliminary findings of the study have been <br />drafted and staff would like to share the information with the Council. Staff is requesting that <br />the Council review the preliminary findings of the CRRA study and give staff direction and <br />comments about the report and next steps in the process. <br /> <br />Rusty Fifield, HKGi, provided a presentation on the Central Rural Reserve Area Study, including <br />the following information: <br /> <br />· Purpose of Study <br /> o Plan for future of crucial area <br />· Next Steps <br /> o Guidance from City Council <br /> o Guidance from Planning Commission <br /> o Add details and test future alternatives <br /> o Repeat "policy maker" review <br /> o Bring public into the discussion <br />· Current Plans <br />· Characteristics <br />· Sanitary Sewer <br />· Future Traffic Volumes (ADT) <br />· Street Conflicts <br />· Future Streets <br />· Subareas <br />· Type of Housing Unit <br />· Year Built <br />· Median Parcel Size <br />· Average Building Area <br />· Average Value (EMV) <br />· Future Alternatives <br /> o No change <br /> <br />City Council Work Session / February 7, 2006 <br /> Page 8 of 11 <br /> <br /> <br />
