document, and getting to the point of official mapping. The RFP has been forwarded to the local <br />agencies, including the cities of Anoka and Ramsey and Bums Township. It is in the draft <br />stage, and comments are being gathered. The intent is to get the RFP out early next week. The <br />cost of the study is being shared by all four agencies. <br /> <br />Mayor Gamec inquired if RALF funds would be available if the Dysprosium extension were to <br />be mapped out. <br /> <br />Mr. Coughlin replied once the official mapping has been completed RALF funds should be <br />available. <br /> <br />Mr. Roy advised if several applications were to be submitted for RALF funds there would likely <br />be a consideration of the type of corridor, with preservation being the lowest priority. However, <br />to date that has not happened in the existence of the RALF fund. <br /> <br />Mayor Gamec stated it appears obvious that the preferred intersection should be Dysprosium <br />Street. <br /> <br />Councilmember Elvig noted there has been a plan to redo the intersection at Industrial <br />Boulevard. and Thurston/Dysprosium. He inquired about the timeline for this project and if <br />there should be reconsideration of the timing and construction of the road due to the likely shift <br />of the route in the future. <br /> <br />Mr. Roy stated MnDOT's 20 year plan does not have funds identified for Highway 47, other than <br />maintenance. There is opportunity for advancement in the plan should MnDOT receive <br />additional funds. MnDOT has discussed a turn back of Highway 47 to the County, and in this <br />type of situation there are usually turn back funds that could be used to upgrade the road. <br />However, the agreement with Anoka County is that Highway 47 would not be considered for <br />turn back until County Road 22 is upgraded to a principal arterial through the Met Council. <br /> <br />Councilmember Jeffrey stated there is a need for opticoms on Highway 47 at the intersections of <br />Bunker Lake Boulevard. and Sunfish Lake Boulevard. <br /> <br />Mayor Gamec noted the need for a right turn lane on Bunker Lake Boulevard, westbound turning <br />northbound. <br /> <br />Assistant Public Works Director Olson replied the right turn lane is in the plan for County Road <br />116, as is the opticom at Highway 47 and County Road 116. The opticom for Sunfish Lake <br />Boulevard. is scheduled in 2008. <br /> <br />Public Works Director Kapler stated there has been discussion of an opticom at Sunfish Lake <br />Boulevard. for years and sooner would be better than later. <br /> <br />Councilmember Jeffrey inquired who would be responsible for payment on opticom installations. <br /> <br />Mr. Roy replied the cost participation would indicate that the City is responsible for the cost. <br /> <br />City Council Work Session / February 7, 2006 <br /> Page 3 of 11 <br /> <br /> <br />
