Mr. Coughlin indicated the Highway 10 mill and overlay is scheduled for this summer. Bids <br />have been let, and construction is expected to begin around the middle of May. Most of the work <br />will be night and weekend work. The staging will likely be the west of Armstrong Boulevard. <br />first, followed by east of Armstrong Boulevard. The estimated completion is early fall. <br /> <br />Councilmember Elvig requested an emphasis be kept on Highway 47. He appreciates some of <br />the advancements that have happened with the Highway 47/Pleasant Street project. The major <br />concern he hears from his constituents is the traffic on Highway 47; this is a major issue in the <br />City and this issue needs to be pushed as hard as possible. <br /> <br />2) 160th Lane R.O.W. <br /> <br />Community Development Director Trudgeon reviewed that in September 2005, the Public <br />Works Committee discussed the matter of construction a public street in the right-of-way of the <br />Trappers Ridge/160th Lane Access. The cost of constructing the street to City standard would be <br />a minimum of $26,000. This cost would be higher if drainage requires more than a simple <br />roadside ditch. The chief benefit of improving this segment of roadway at this time would be to <br />provide more convenient road access to the adjacent property owners since it only serves direct <br />access to one property. Over the summer staffhad received phone calls, and there seemed to be <br />some type of dispute. By the time the issue was discussed at the September Public Works <br />Committee meeting there appeared not to be any disputes, but there was discussion about what <br />should be done with the road. The recommendation of the Public Works Committee was that <br />this item should go to a work session with the full City Council. In the meantime, the Committee <br />suggested that the neighbors get together to resolve any issues they may have with the use of the <br />driveway and report back to the full City Council. The neighbors preferred not to have a public <br />road built. Staff is requesting that the City Council should review the Trappers Ridge access and <br />give direction whether or not a public road should be built in the 160th Lane right-of-way. <br /> <br />Mayor Gamec inquired about the impact on the trees if this were to be made a City street. <br /> <br />Community Development Director Trudgeon replied there would be impact on the trees. <br /> <br />Councilmember Cook stated part of the issue is that this is a public right-of-way with a private <br />access onto it. The public is using it while an individual is maintaining a driveway on it. If the <br />right-of-way is going to be used by the general public it needs to be maintained by the City. <br /> <br />Mayor Gamec suggested if this issue is going to continue to be a problem, the right-of-way <br />should be made into a City street. <br /> <br />Councilmember Elvig indicated this was the feeling of the Public Works Committee. The issue <br />was tabled to see whether the neighbors could work out an agreement. <br /> <br />Councilmember Jeffrey questioned who would be responsible for the $26,000 to bring the road <br />up to City standards. <br /> <br />City Council Work Session / February 7, 2006 <br /> Page 4 of 11 <br /> <br /> <br />
