Councilmember Jeffrey indicated the decision that is made hinges on the BKV report and <br />whether Fire Chief Kapler can make this situation work in the interim period. <br /> <br />Mayor Gamec noted the need to include the major leak and the flood problem in the training <br />room with the evaluation that is completed. <br /> <br />2) Fire Services to Burns Twp. <br /> <br />Moved up in the agenda to precede Case No. 1. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />Discussion Regarding City Participation with 4th of July Event <br /> <br />Mayor Gamec indicated Mr. Fredericks is present and would like to discuss problems with the <br />4th of July Event. <br /> <br />Frank Fredericks stated he is present regarding Ramsey Event Promotions, which was formed in <br />2002 to put on the 4th of July event held at Diamonds. Raffle tickets are sold with this event each <br />year to cover expenses, and the remaining proceeds are donated back to the youth groups. He <br />indicated this year everything was pretty much set to go, but they have run into a snag with the <br />Minnesota Gambling Control Board. CLIMB Theater, which was asked to donate money for <br />fireworks or rides, received a letter from the State advising them highly to stay away from this <br />event. Gary Gruber resigned from this event as of last night, and has indicated his facilities can <br />be used this year, but that it must be moved after that. Steve Nash is not certain if he will remain <br />involved at this time. Mr. Frederick stated he personally wants to remain involved in the event, <br />and he is here to see if the Council will assist them. He would like to know whether the Council <br />can give them an idea of where to move the event. He believes if the event is moved from <br />Diamonds they may be able to get some of the donations back. The City could then become <br />involved in the event, as well as the Rotary. Regarding the funds, at this point he is not certain <br />how much is needed. The budget for the last four years has ranged between $25,000 and <br />$30,000 in costs, which has always been exceeded with donations. Fund raising has been <br />difficult this year without the help of the event's major donators. He has talked to Chief Kapler <br />about trying to find a location in the City for the event. He was hoping Town Center would be <br />up and rtmning next year, and that the event could be located there. Last year 6,000 to 7,000 <br />people attended the event <br /> <br />Councilmember Cook asked if the event could be done without the gambling aspect. <br /> <br />Mr. Frederick replied the only gambling that has been done in the last three years is the raffling. <br />He would like to continue with the raffling, as it is a fundraiser for the groups. A gambling <br />license is not needed if the prizes are kept below a certain limit. <br /> <br />Councilmember Elvig inquired about the possibility of locating the event at Town Center. <br /> <br />City Council Work Session / April 25, 2006 <br /> Page 5 of 6 <br /> <br /> <br />
