Mayor Gamec noted there is a major problem in this area in trying to deal with the gravel and the drainage. Councilmember Cook suggested if the City were to contribute more than the 50% for this project, findings of fact would be necessary to show that it is different than a normal resurfacing project. Some of these factors may be the wetlands and the underlying soils. Councilmember Elvig concurred. He noted the residents, the Public Works Committee and the Council all agreed that at a 50/50 split, the project was equitable. Obviously there is an anomaly on this road which needs to be pinned down to consider participation at another level. Mayor Gamec suggested action on this project be tabled and brought back to a work session for discussion. Councilmember Cook suggested this process move forward in order to have the project bid for this year's construction season. If the process is started now they will have 90 days to come up with a solid determination regarding the funding and costs. Councilmember Elvig directed staff to include a breakout of costs that would include possible cost reductions when the project is put out for bid. Councilmember Strommen directed staff to hold a neighborhood meeting with the residents to discuss the project and costs. Councilmember Jeffrey directed staff to provide the Council with information regarding the anomalies on this project in order to provide a good, valued judgment on the project and costs. Mayor Gamec directed staff to include this topic on the agenda of the next Public Works Committee meeting. City Engineer Jankowski indicated staff will meet with the residents in a neighborh0od meeting and obtain input. This information will be shared with the Public Works Committee with a recommendation for the Public Works Committee to modify the feasibility study. Councilmember Cook directed staff to also provide findings of fact to show how this project is different than other projects that would allow the City to fund the project at a higher than 50% portion. Case #5: Authorize Contract for Construction of New Park Shelter at Central Park Assistant City Administrator Nelson reviewed that on Febmary 28, 2006, the Council authorized re-bidding for the new park shelter at Central Park. This new structure would replace the existing Park Shelter located at the southern end of Central Park. The Ramsey Lions Club has donated $185,000 towards the cost of constructing the new park shelter. Bids were received and opened at City Hall on Friday, March 24, 2006, at 10:00 a.m. Three bids were received. The low bid was from DNR Construction Services in the mount of $311,500.00.
