ORDINANCE NO. 88- CITY OF RAMSEY ANOKA COUNTY, MINNESOTA AMENDMENT TO CHAPTER 90 OF THE RAMSEY CODE BY THE ADDITION OF SECTION 90.04 ENTITLED "MOTOR VEHICLE REGULATIONS ON PRIVATE AND SEMI-PRIVATE PROPERTY". The City of Ramsey Ordains: SECTION 1. AMENDMENT Section 90 of the Ram~ey city Code is amended by the addition of the following section. 90.04 MOTOR VEHICLE REGULATIONS ON PRIVATE AND SEMI-PRIVATE PROPERTY 90.041 DEFINITIONS 1. "Vehicle" means every device in, upon, or by which any person or property is or may be transported or drawn upon a highway except devices moved by human power or used exclusively upon stationary rails or tracks. 2. "Motor vehicle" means every vehicle which is self-propelled and not deriving its power form overhead wires. 3. "Motorcycle" means every vehicle having a saddle for the use of a rider and designed to travel on not more than three (3) wheels in contact with the ground, including motor scooters, minibikes, bicycles with motor attached, but excluding a tractor. 4. "Public property" is property that may be used by all of the public subject to reasonable regulation by a governmental body. For the purposes of this Chapter, such property includes city parks or parking lots and school parking lots or yards, but does not include public streets and highways. 5. "Semi-public property" means private property generally open for use by the public but not owned or maintained by a governmental body. Such property includes without limitation church property, shopping center property, and other property generally used by patrons of a commercial or private business establishment, but not including private streets in residential areas. e "Private property" is property owned by a person, firm, voluntary association, or corporation other than a governmental body and is not generally open for use by the public.
