1) Park and Recreation Commission Regular Meeting Minutes dated March 9, 2006 as <br /> amended. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Olson, Shyrock, Erickson, and <br />LaMere. Voting No: None. Absent: Commissioners Hansen and Lehman. <br /> <br />COMMISSION BUSINESS <br /> <br />Case gl: Review Five Year CIP For Parks <br /> <br />Civil Engineer 11 Linton stated included in the Commission's packet is the current Capital <br />Improvement Program (CIP) for review and discussion. <br /> <br />Parks/Utilities Supervisor Riverblood provided an overview of the following CI~ projects <br />nearing completion or anticipated to be complete before the end of the 2006 construction season: <br /> Project #04-Park-O12 - TitterudParkPlay Equipment: The Titterud Park Play <br /> Equipment is included in a separate case tonight. <br /> · Project#O4-Park-OO1-ElmcrestParkPhaselII: RFP'shavebeenreceivedforThe <br /> Elmcrest Park Phase III improvements for 2006 and are included in a separate case <br /> tonight. <br /> · Project #04-Park-O02 - Drinking Fountains Project and #04-Park-O04 - Hexagonal <br /> Shelters in Various Parks: Drinking fountains and Hexagonal Shelters are being added to <br /> parks at the rate of 1 - 2 per year. Staff anticipates a discussion during the May meeting <br /> regarding the possibility of installing one drinking fountain and one mister in parks, <br /> rather than two drinking fountains. He explained misters are popular on athletic fields <br /> where there is a great deal of physical exertion and less shade. The budget reflects one <br /> hexagonal shelter for the next couple of years. A high priority candidate for a hexagonal <br /> shelter may be Woodland Green Park, which could be reviewed at the upcoming outdoor <br /> meeting. <br /> · TH 47 Trail from Alpine Drive to Elmcrest Park: Segments of the TH 47 trail were <br /> constructed by developers. The remaining easements have been acquired and the paving <br /> will be included in the 2006 Street Overlay bids. <br /> · Project #04-Park-O18 - Erosion Repair in Rivers Bend Park: The erosion repair is in the <br /> extreme southeast portion of Rivers Bend Park, which is a popular place to fish. There is <br /> also a big notch in the bank that continues to wash out from fishing and worm digging <br /> along the bank. The bank will be lined with very large rip-rap, and very large flat <br /> boulders will be placed that can be used as steps to get down to the river. Very large field <br /> stone will be placed at the top to make a naturalized deck area. It was anticipated that <br /> Anoka County Conservation District would participate in this project. Funding is still <br /> being determined. <br /> <br />Parks/Utilities Supervisor Riverblood provided an overview of the following projects proposed <br />for 2007: <br /> · Roller Sports Facility at Central Park <br /> · Concrete Restroom Facility: An opportunity may present itself this year to install a <br /> concrete restroom facility at Central Park.
