Park with approximately $54,000 in upgrades to plumb the facility in for restroom <br />facilities. There is not currently septic or well available in this area, but ifa vault is used <br />in association with that building it could have septic service until such time as sanitary <br />sewer is available, and at that time the vault could be used elsewhere. <br /> <br />Chairperson Johns inquired about planned trail connections. <br /> <br />Parks/Utilities Supervisor Riverblood replied staff plans to complete two trail segments in-house. <br />The City has purchased a new paver and roller, and in June will purchase a tandem axle dump <br />track to pull the equipment. A trail will be constructed from the entrance of Elmcrest Park to <br />Alpine Drive. The other element that will be done in-house will be combined with the trail <br />maintenance program; it will combine the overlay on the Rivers Bend Park trail segment, and <br />will expand the trail segment to a 9-foot width. <br /> <br />Commissioner LaMere noted Project #19 lists expenditures in 2009; however, one of the three <br />projects listed is scheduled for 2006. <br /> <br />Parks/Utilities Supervisor Riverblood explained dollar allocations were shifted in order to make <br />the CIP work, and the detail and timing were not amended. All of the projects should be re- <br />examined as part of the CIP discussion later this year. He noted in some cases it is determined <br />that projects have been completed ahead of schedule. <br /> <br />Commissioner Olds inquired if the project currently occurring along 167th Avenue includes water <br />or sewer. <br /> <br />Parks/Utilities Supervisor Riverblood replied this is a watermain project. <br /> <br />Commissioner Olds inquired if there will be the ability to tap into the watermain for the proposed <br />building at Elmcrest Park. <br /> <br />Parks/Utilities Supervisor Riverblood replied it would not be a cheap endeavor, but there would <br />be the ability to nm a pipe for water. He suggested a more detailed review of the remaining CIP <br />projects at an upcoming Commission meeting. <br /> <br />Case #2: Review Elmcrest Park Irrigation Improvements and Kiosk <br /> <br />Civil Engineer II Linton reviewed that Elmcrest Park parking lot improvements were authorized <br />and constructed in 2004. The second lift of bituminous was installed in 2005. Staff transplanted <br />trees from other parks and city owned land to Elmcrest Park in 2005. Expansion of the in'igation <br />system is necessary to maintain the trees. A design of the irrigation expansion is being prepared. <br />Staff will be installing sleeves under the trails and parking lots. The sleeves will be installed <br />before the final lift of bituminous is placed on the trails. The installation of the pipes, heads and <br />controllers will be contracted out and irrigation system is intended to be functional in 2006. Mr. <br />Linton stated a request was received for an informational kiosk to be placed in the park to aid <br />users in finding the correct field.
