III. ON -GOING AND RELATED STUDIES AND IMPROVEMENTS <br />In addition to this analysis, there are other improvements under discussion. Each of the these has the <br />potential to impact the developments within The COR area. <br />Regional Stormwater Retention Pond Analysis <br />The regional stormwater retention pond located within The COR is often referred to as The Waterfront, <br />and is proposed to be constructed north of Ramsey Parkway, South of Bunker Lake Boulevard, west of <br />Center Street and east of Zeolite Street. The City is currently analyzing potential construction <br />methodologies, sequencing strategies, and timing of pond construction. <br />The general pond configuration is depicted on the exhibits for this report, and the land use is considered <br />in the analysis. <br />The Waterfront <br />There are several park related improvements in the development stage at this time. Park features around <br />The Waterfront and along Center Street are currently in the schematic design phase. <br />As the current sketch plans are further refined, adjacent public infrastructure improvements may be <br />influenced by those designs. Currently, phase 1 of the improvements, have been progressing. The phase 1 <br />area is depicted on Figures 1 and 13. <br />Municipal Plaza <br />The proposed Municipal Plaza, located north of Sunwood Drive, south of Ramsey Parkway and west of <br />Center Street, is also in the planning stages. A key component, previously analyzed, was focused on <br />stormwater reuse within the park. <br />Regional Infiltration Basin (southeast area of The COR) <br />Much of The COR is restricted relative to storm water infiltration. The City constructed a regional <br />infiltration basin in the southeast portion of The COR in 2019. The roadway alignments in this area of <br />The COR were based upon the infiltration basin layout. <br />US HWY 10/169 Improvements <br />Interchange and frontage road improvements at Ramsey Boulevard and Sunfish Lake Boulevard are <br />anticipated to begin in Fall of 2023 and continue through 2025. A southbound right turn lane is proposed <br />at the intersection of Ramsey Boulevard and 143' Avenue. The configuration is anticipated to impact <br />final roadway and utility alignments in that portion of The COR. <br />Bunker Lake Boulevard <br />Bunker Lake Boulevard, from Ramsey Boulevard to Armstrong Boulevard, is under the jurisdiction of <br />Anoka County. Exhibits depicting the future configuration are included in this report and are based off of <br />information from the Anoka County 2030 Transportation Plan. <br />Lane geometry and vertical grades were considered as a part of this analysis, as they have the potential to <br />impact other roadways within The COR. <br />See Figures 2 and 3 in Appendix B. <br />Prepared by: Bolton & Menk, Inc.
