/tea <br />SEH <br />Building a Better World <br />for All of Us® <br />July 18, 2023 <br />Mr. Bruce Westby <br />City Engineer <br />City of Ramsey <br />7550 S u nwood Drive NW <br />Ramsey, MN 55303 <br />Dear Mr. Westby: <br />RE: Proposal for Professional Design Services <br />Central WTP Water Systems Connection <br />Rebid Design and Construction <br />SEH No. RAMSY P 170736 14.00 <br />In 2021, SEH designed the trunk water distribution system to connect your future Water Treatment Plant <br />and associated existing municipal wells. Bids were solicited but ultimately rejected due to high prices and <br />potential material delivery shortages. The City of Ramsey is now seeking engineering services for re- <br />design of the project to rebid it again for 2024 construction to stay on schedule with the treatment plant <br />completion and start up. This project will result in critical improvements to the existing water infrastructure <br />to serve increasing water demand and the need for water treatment. <br />Our original contract consisted of $235,895 for design services and $144,947 for construction services. <br />As the project did go through the bidding process in 2021, the full amount of the design fee was utilized. <br />This proposal covers the scope to complete the redesign and construction phases of the project. The low <br />bid for the project in 2021 was $7.6M. Additional watermain facilities including the proposed meter vault <br />have been added to the project as described below in this letter. Those additions plus potential higher <br />construction costs due to inflation may increase overall project costs and as part of our scope we will <br />develop another final engineering cost estimate. <br />Our proposal consists of the following elements: <br />• Plan modifications as discussed below. <br />• Associated specification updates/revisions. <br />• Preparation of final bid documents — plans, specifications and updated cost estimates. <br />• Additional topographic survey in order to complete the revisions to the plans. <br />• Rebidding services. <br />• Construction services, although the City has indicated they will provide the full time inspection <br />(Resident Project Representative) services this time around. <br />• Providing clear project management to meet deadlines and scheduling of the work to happen for <br />2024 construction. <br />Short Elliott Hendrickson Inc. (SEH)) has intentionally formed our team to provide the right experience <br />and technical knowledge to address these critical success factors and make this water systems <br />connection project a success. We have modified our team to include Dave Hutton, Senior Professional <br />Engineer, as the overall Project Manager.
