There will be opposition to particular parts of certain trail corridors. A master trail plan <br />provides a controlled environment in which to address these concerns. <br />A master trail plan is a tool with which City officials, and staff can lobby for legislative <br />assistance with trail development. (A new funding biennium for the LCMR begins next <br />year.) <br />Residents have an expectation of the City to perform comprehensive trail planning just as <br />is done for roads or other infrastructure. <br /> <br />The above items might be justification enough to warrant a master trail plan. However, the most <br />significant undeveloped natural resource in the City of Ramsey is the green space and watershed <br />associated with Trott Brook. If Ramsey were to protect this open space from further <br />development and connect the Regional Rum River Central Park with Elk River and Sherburne <br />County's trail system by way of several miles of trail and perhaps a thousand acres of open space <br />- it would be a crowning achievement for the community and of tremendous value.
