£ _CASE # .2_.

AUTHORIZE TENNIS COURT CONSTRUCTION FOR CENTRAL PARK
By: Mark Boos, Parks/Utilities Supervisor

Background:
On April 1, 1999, bids were opened for the construction of tennis courts for Central Park. Thirty
companies were mailed a request for bid in addition to a two-week ad-for-bid in the Anoka
County Union. Six complete bids were received and are ordered below.

Complete Bid 5% Bond or Check Amount
W. B. Miller Yes $46,806.50
Complete
Midwest Asphalt Corp. Yes $49,900.90
Complete
Omann Bros. Yes $50,816.25
Complete
D ermco/LaVine Yes $ 55,327.12
Complete
Barber Co. Yes $56,778.28
Complete
Frattalone Paving Yes $88,534.00
Complete

As you will recall, $63,000 was designated within the 1998 C.I.P. for this project - but was
delayed due to the Fire Station siting issue. Staff estimate for the tennis court construction was
$50,000. The remainder, if available, was to be applied toward site restoration and landscaping
in the southwest comer of Central Park. As indicated, the courts can be constructed for $46,807,
which leaves $16,193. The low bidder, W. B. Miller, was asked to provide a quotation for the
complete construction of the parking area and drive with bituminous curb as shown on the
attached site plan ("Future Parking"). Their quOte was $9.800, which left an adequate amount
for restoration and landscape work of $6,394. City Staff and the Park and Recreation
Commission are in agreement that it is most efficient to construct the parking area as part of the
tennis court project. The goal of the above is to have the tennis courts available for play at the
Community Picnic (the color coating, however, would probably not occur by then).

Committee Action:
Motion to recommend City Council award the tennis court construction contract to W. B. Miller
for $46,806.50, as well as the construction of the parking lot and drive for $9,800.

Reviewed by:

Copies also distributed to:

Parks/Utilities Supervisor
Director of Public Works
Finance Officer

Park and Recreation Commission

FC:04/27/99
