F ~ASE # .~

PURCHASE OF ACCESSORY EQUIPMENT FOR RIFLES
By: David Gustafson, Police Chief

Background:

In 1998, the Ramsey Police Department received six surplus rifles from the U.S.
Department of Defense, as per Council authorization. Three members of the Department
have received extensive training from nationally recognized instructors on the use of
these rifles. They are now certified to instruct other officers of the Department to qualify
them with these rifles prior to placing them in the squad cars for emergency use.

The Police Department plans to modify the firing mechanisms on five of the rifles to
make them more suitable for police use. This plan also includes purchasing accessory
equipment necessary to deploy three of them in marked squad cars at this time and the
remaining two, as funding becomes available.

While there are no funds dedicated in the 1999 budget for this project, there was a $700
deposit to the drug forfeiture fund early this year, which could accommodate this project.
This amount will cover the modifications and accessory equipment needed to make three
of the rifles ready for squad use.

Council Action:

Motion to recommend Council adopt Resolution #99-04-XXX authorizing the purchase
of accessory equipment for surplus rifles from drug forfeiture funds.

Reviewed by:

Police Chief
Finance Officer

FC: 04/27/99

joh'ifleaccess.doc
