~..~CASE #~ REVIEW AND ADOPT "PROPOSED"2000 GENERAL FUND BUDGET By: Diana Lund, Finance Officer Background: The 2000 Proposed General Fund Budget, as it has been presented is based on the collection of tax dollars at the level certified by the state under the imposed levy limits. The City had a Human Resources Analysis study performed by an outside consultant during the summer of 1999. Based on their findings, the budget includes an increase in the staffing complement by one part-time custodian, one full-time code enforcement, one part-time fire code inspector, one full-time engineering technician,, one full-time patrol officer, one full-time maintenance worker and one half-time MIS specialist. The budget as presented includes $525,780 of capital outlay items. The City is proposing the payment of tl~ese capital items through funding from the Equipment Revolving Fund and the issuance of capital equipment certificates. In total, Public Safety [police, fire, inspections, civil defense] is now 34.96% of the budget. General Government [administration, finance, elections, planning and legal] is 28.85% of the budget. Public Works and Parks represent 21.62% and miscellaneous and transfers make-up the balance. The 2000 "Proposed" General Fund Budget must be adopted by September 15, 1999 and submitted to the County Auditor along with the certified property tax levy. Therefore, the 2000 Proposed Levy and "Proposed" General Fund Budget are presented for adoption at tonights Council meeting. Staff Recommendation: Staff recommends adoption of the 2000 "Proposed" General Fund Budget as presented utilizing the maximum proposed tax levy.
